The Private Investigation certificate program is designed for those who wish to pursue a career in private investigation and is based on the training standards from the Private Security and Investigative Services Act of Ontario. The program consists of six courses, each of which is six weeks in length and is offered entirely online.
Instructors offer decades of experience in police services. Those already in the field, as well as those seeking employment in this field are welcomed to register.
Professor Buligan is a retired detective sergeant, with over 35 years of policing experience with the Toronto Police Service (TPS). Mr. Buligan spent over 20 years of his policing career attached to the Forensic Identification Services (FIS) where he worked as a scenes of crime officer. During his tenure with the TPS - FIS he was in charge of FIS specialized operations and oversaw the training office, the laboratory, photo and Computer Assisted Recovery Enhancement System (CARES) sections.
In his capacity as detective sergeant Mr. Buligan headed a group of forensic officers as part of the Toronto Joint Chemical Biological Radiological and Nuclear (CBRN) team. Mr. Buligan was a member of the Toronto Police Forensic Training Conference committee; which he chaired for a number of years. He has lectured at Toronto Arson Task Force Seminar in 2003 and 2006, as well as, at the Toronto Police College and at the 2003 Ontario Association of Chiefs of Police Conference. Professor Buligan was a member of the Ontario Forensic Advisory Committee and currently a member of Toronto Arson Task Force. Additionally Professor Buligan is a member of the Canadian Identification Society, International Association of Identification and the Michigan Ontario Identification Society.
