This course explains the four stages of public policy development in Canadian governments and prepares learners to use the tools needed to contribute to that development. For the first stage of public policy (issue identification), the course instructs students on completing environmental scans, stakeholder analyses, media analyses, and house notes. For the second stage (research and analysis), the focus is on preparing research plans, literature reviews, questionnaires and surveys, and public consultations. For policy design (the third stage), the focus is on writing decision notes, and for decision-making (the fourth stage), the focus is on planning a cabinet submission.
